Turns Out Trump Actually Thought Mexico Would "Write A Check"
He actually envisioned Mexico literally making "a one-time payment of $5-10 billion"
Recently, the president has been backpedaling on his many, many claims that "Mexico will pay for the wall!"...
Earlier this month, Trump said:
"When during the campaign I would say, 'Mexico's going to pay for it,' obviously I never said this and I never meant they're going to write out a check.”

But, it turns out that he had envisioned just that - Mexico literally handing over a lump sum payment of $5-10 billion.
According to a memo released by Washington Post, he had plans to extort the money from Mexico by blocking money transfers and canceling visas or increasing visa fees unless the government paid up.
Unfortunately for "the best negotiator in the history of this world" (real quote), whether via a check or "trade deal", the Mexican government has no plans to pay up.
